Write up on Becoming a Remote Pilot Training Organisation (RPTO)

To establish a Remote Pilot Training Organisation (RPTO), an entity must obtain authorization from the Directorate General of Civil Aviation (DGCA) and demonstrate compliance with the requirements prescribed under the applicable drone regulatory framework.

The applicant may be an Indian citizen, a company incorporated in India, a government organization, or any other eligible legal entity. The organization is required to establish adequate training infrastructure, including dedicated classrooms, administrative facilities, a designated flying area, record-keeping arrangements, and other facilities necessary for conducting remote pilot training.

In addition, the organization must deploy qualified personnel, including an Accountable Manager and DGCA-authorized Remote Pilot Instructors (RPIs – 2 Nos.), to oversee training operations and ensure compliance with regulatory requirements. The RPTO must also possess the requisite training equipment, including Type Certified drones (At least 2 nos.) and flight simulators appropriate to the category and class of training being offered.

A comprehensive Training and Procedures Manual (TPM) must be developed, detailing the organization's operational procedures, training syllabus & methodology, safety management practices, and quality assurance processes. Supporting documentation, including details of infrastructure, personnel, aircraft systems, insurance, and standard operating procedures, must accompany the application.

The application for RPTO authorization is to be submitted through the DGCA eGCA portal along with the prescribed fee and all required documents. Following a detailed review of the application, DGCA conducts an inspection and assessment of the proposed facilities, personnel, equipment, and procedures to verify compliance with the applicable standards.

Upon satisfactory completion of the evaluation process, DGCA grants RPTO authorization, enabling the organization to conduct approved remote pilot training programmes. The authorization remains valid for the prescribed period, subject to continued compliance with all regulatory requirements, periodic oversight, and adherence to the approved Training and Procedures Manual.

In summary, becoming an RPTO requires the establishment of compliant infrastructure, engagement of qualified personnel, availability of approved drones and simulators, preparation of regulatory documentation, and successful completion of the DGCA authorization and inspection process.
