Overview & Mandate

The Finance Section is responsible for examining and processing all financial proposals relating to the Ministry of Civil Aviation (Main Secretariat), its Attached and Subordinate Offices, Public Sector Undertakings (PSUs), and Autonomous Bodies. Its mandate includes financial appraisal, budget management, expenditure control, financial planning, and coordination of audit and parliamentary matters.

Scope of Work & Responsibilities

1. Examination of investment proposals for appraisal by SPC/EFC/PIB.
2. Examination of financial proposals requiring approval of the competent authorities, including the Secretary, Ministry of Civil Aviation; Finance Minister; Cabinet Committee on Economic Affairs (CCEA); and Cabinet.
3. Formulation and review of Five-Year Plans and Annual Plans.
4. Delegation and review of financial powers of Attached and Subordinate Offices, PSUs, and Autonomous Bodies.
5. Vetting of Memoranda of Understanding (MoUs) with PSUs.
6. Examination of proposals relating to loans and advances, Government guarantees, disinvestment, allocation of shares, and issuance of bonds.
7. Budget coordination, examination of Budget Estimates (BE) and Revised Estimates (RE), and preparation and printing of Detailed Demands for Grants.
8. Management of Supplementary Demands for Grants, appropriation and re-appropriation of funds, accounts, and surrender of savings.
9. Preparation and printing of the Outcome Budget and preparation of revenue receipt estimates for inclusion in the main Budget.
10. Vetting and monitoring of replies and Action Taken Notes (ATNs) relating to audit reports and audit paragraphs of the C&AG, PAC, COPU, etc.
11. Coordination of briefs and replies to the Parliamentary Standing Committee on Transport concerning the Detailed Demands for Grants.
